Funding the MTA Capital ProgramSignificant underfunding and disinvestment have left the MTA – and it's more than eight-and-a-half million daily riders – in a precarious position. Slow rides, cancelled trains, and delays shouldn't be the norm - and they don't have to be. It is critical that sustainable, reliable and recurring funding be identified to modernize signals, upgrade infrastructure, and improve safety, accessibility and resiliency to ensure that NYC Transit, the Long Island Rail Road, and Metro-North Railroad continue to serve the region's riders now, and into the future.

PCAC and its member organizations are the voice of the more than eight million transit and commuter rail users in the MTA’s 12-county New York service region. The New York City Transit Riders Council (NYCTRC) represents the riders of New York’s subways and buses; the Metro-North Railroad Commuter Council (MNRCC) acts on behalf of Metro-North commuters; and the Long Island Rail Road Commuter Council (LIRRCC) is the voice of the riders of Long Island Rail Road. |
Paying for the MTA's FY 2020-2024 Capital Program
PCAC’s interactive tool includes a wide range of possible funding sources to close the significant gap between anticipated revenue and considerable need for the MTA’s next Capital Plan. We know that no single method will meet all the needs of the system, and therefore include a variety of options that have been mentioned over the past months and years. We assume that upwards of $50 billion will be needed over five years, based on the needs outlined in NYC Transit's Fast Forward, Long Island Rail Road Forward, and Metro-North Way Ahead - and according to the FY 2020-2024 Capital Program, we were not far off.
